Story
How the work came to be
The record is in the buildings. The story is how they came to be: the decisions behind them, the budgets that held, and the standard they were built to.
My path into buildings and capital projects began at Edenton Street United Methodist Church, where the late Dan Johnson took me under his wing and showed me the ropes.
From there I led capital programs for a historic downtown campus, a regional portfolio of more than 40 institutional facilities, a church campus in Maryland, and a corporate workplace in Research Triangle Park. Each one taught me that a building decision is a capital decision first.
I have sold real estate since 2014. In 2022 I founded Dover Partners to bring that experience together: capital decisions, real estate, and the institutions and communities they serve. The firm carries the name of the Dover Apartments in South Raleigh, where I grew up.
Community is part of the same work. For five years I have worked with schools in Southeast Raleigh so students can start each year ready.
I lead the work the way institutions deserve to be led: scope held, budgets kept, promises delivered.

Before a project is a design question, it is a decision about where an institution commits its resources for the next twenty or thirty years. I start there.

Scope, budget, and schedule are largely set in planning. The earlier a decision is made with clear information, the more options the owner keeps.

A budget protects an institution's resources. I want the full cost, including operation and lifecycle, understood before scope is approved, and every tradeoff decided deliberately.
Risk
Issues are cheapest when they are named early. I surface them, decide before they become expensive, and keep the institution operating while the work proceeds.

Carlton Pulley is the Founder & Principal of Dover Partners, a real estate investment and development company based in Raleigh, North Carolina. He has led capital projects for more than fifteen years across churches, institutional organizations, and corporate workplaces, including a capital program for a downtown church campus and capital planning for a regional portfolio of more than 40 facilities. He founded Dover Partners in 2022. In Southeast Raleigh, he supports students and staff at Walnut Creek Elementary School and Southeast Raleigh High School. He also serves as a pastor.
Carlton Pulley is the Founder & Principal of Dover Partners, a real estate investment and development company based in Raleigh, North Carolina. Dover Partners works across three areas: investments, development, and real estate services.
His career in capital projects began at Edenton Street United Methodist Church in downtown Raleigh, where he led a capital program of approximately $6 million on a historic, active campus. He went on to lead capital planning, project delivery, and lifecycle management for a regional portfolio of more than 40 worship, education, administrative, and specialty-use facilities for the Roman Catholic Diocese of Raleigh. There he originated and led a $1.6 million modernization of the Diocese's occupied headquarters. His work also includes lighting and electrical modernization at First Baptist Church of Glenarden in Maryland and a workplace project that added 80 workstations to an existing corporate office.
Alongside that work, he has been active in residential real estate since 2014. In 2022 he founded Dover Partners to bring his real estate and capital projects experience into one company.
For more than five years, he has supported students in Southeast Raleigh with back-to-school backpacks, sneakers, and haircuts, and has supported teachers and staff at Southeast Raleigh Magnet High School. He also serves as a pastor.
